Confirmed chartered 12/15/1802. Assigned to District 14 in 1820.
1802 Proceedings: Whereas, a dispensation was issued by the Most Worshipful Grand Master, on May the 18th last, to authorize the opening of a Lodge in the town of Winchester, in the county of Frederick, by the name of the Winchester Union Lodge, appointing Archibald Magill, Master; John McDonald, Senior Warden; and William Maguire, Junior Warden; and the said dispensation having been returned, and ample testimonials of the regularity of their proceedings, and a petition for a charter:
Resolved, That a charter do issue for the permanent establishment of a Lodge in the town aforesaid, by the name of the Winchester Union Lodge, No. 66; appointing Archibald Magill, Master; John McDonald, Senior Warden; and James Chipley, Junior Warden.
1821 Proceedings: Whereas, Lodge No. 66, is now and has been for sometime suspended, in consequence of failing to send representatives to the Grand Annual Communications of this Grand Lodge, and neglecting to pay the proper contributions to the grand charity fund; and, whereas, a number of respectable brethren have petitioned to work under the charter of said Lodge; therefore,
Resolved, That the said Lodge be re-instated upon the petitioners paying to the Grand Treasurer the sum of forty dollars, in discharge of arrearages.
1831 Proceedings: Listed as dormant.
Apparently the Lodge was revived although improperly.
1848 Proceedings: Bro. Trigg, from the Committee of eleven, to whom was referred the papers and documents relating to the issue of a charter to "Union Lodge, No. 66", by the M. W. Grand Master, on the 28th September, 1848, made a report; whereupon,
Resolved, That this Grand Lodge do legalize the act of the M. Wor. Grand Master, by ordering the issue of a new charter to the said Lodge free of charge.
Resolved, That the work done under the charter heretofore granted by the Grand Master, bearing date 28th September, 1848, be considered as legal and binding as if the same had been done under a regular dispensation.
1849 Proceedings: The papers and documents relating to the issuing a Charter to Union Lodge, No. 66, at Winchester, together with the rescript of the M. W. Grand Master, suspending the action thereof, were taken up and maturely considered; whereupon,
The Committee to whom was referred the order of the R. W. Grand Master, of the 4th June, 1849, suspending all the work or workings of Union Lodge, No. 66, under their Charter, the protest of Hiram Lodge, No. 21, and the statements of the Master and Wardens of said Union Lodge, No. 66, beg leave, respectfully, to report that they have carefully examined and considered all the papers and documents referred to them, in relation to the facts occurring since the issuing of the Charter to Lodge No. 66, under a resolution of the last Grand Annual Communication, and respectfully recommend the adoption of the following resolutions:
Resolved, That the act of the M. W. Grand Master, suspending the work and workings of Union Lodge, No. 66, until the meeting of the present Grand Annual Communication be approved.

Resolved, That the Charter of Union Lodge, No. 66, be, and the same is hereby revoked and declared null and void.
Resolved, That when the said Lodge shall return their Charter to the District Deputy Grand Master of District No. 14, the Grand Treasurer be directed to repay them the amount paid by them;
